How to enable Webhook in the boxed version of 1C-Bitrix: site management?

I have installed a version of the product 1C-Bitrix: site management on my server to explore the capabilities of the product.
Unfortunately, I can't find the REST API settings and Webhook enable in the interface. In the modules it is, but its settings are not.
A search in the documentation, as well as in Google, did not give positive results. All documentation, reference materials, videos - talk about connecting and configuring webhooks on the Bitrix24 version.
