How to enable the Cortana assistant in a stripped-down version of Windows 10?

I need to install Cortana on a Windows laptop. It would seem: what is the problem? You change the region, language and everything, Cortana in English is activated. But I'm having problems with this. The fact is that on my laptop there is a stripped-down Windows “Windows 10 Home Single Language”, therefore I cannot change the system language. Are there any possible solutions to this problem? Ideally, I would like the system interface to remain in Russian, and Cortana would be in English, but if there are other adequate options, I will accept them. Thanks in advance.

PS: I would not like to reinstall the System.
