How to emulate Windows on Linux?

I have Fedora with RedHat installed. Is there any program besides wine that either creates a virtual Windows or runs exe files? Thanks in advance.

I myself used Xen , QEMU and Oracle Virtual Box , Virtual Box is the easiest to install and configure.
