How to edit macOS Sierra localization file?

I want to edit the system localization file of the system, but something doesn't work. The file is located at:
/System/Library/CoreServices/SystemFolderLocalizations/ru.lproj/SystemFolderLocalizations.strings I
copied the file to the desktop, edited it and tried to move it through the mv command in the ru.lproj folder, but any attempt to edit or change the file gives operation permitted.

I tried to do the same through the root account, but it didn't work. I searched on the Internet, I did not find an actual article that would help. Someone came across, can you tell?
