How to edit GAL(global address list) exchange for domain user via outlook?

I have created a global address book with external email addresses of employees in Exchange. Outlook picked it up. Contacts change from time to time. I don't have time to follow this. Because in the Exchange infrastructure - a postal address is not just a record, but an object in AD, then through Outlook you are unlikely to be able to do this. It is necessary to correctly delegate the rights to create mail-contacts - to train a specific user (two, but not all).
Or keep doing it yourself.

For example, you can write a crutch script on PS - users make changes to a text file, and the script takes and parses the list and updates the GAL.
