How to duplicate a message to all XMPP clients?

Good afternoon. Recently switched to corporate XMPP. All Works Fine, baht....
If I have a client running on my computer and mobile, then messages come in no clear direction.
I read about customer priorities. It is written that messages are delivered to clients in order from highest to lowest. If the clients have the same priority, then "the server chooses itself, but most often to everyone." I set priority 1 for all clients. But the messages are still not duplicated. Maybe I did not hook some settings in ejabberd?
Clients: Xabber on android and Spark on windows

Spark has a priority of 1, if you set priority 1 for the status on the network, then messages will come to both Spark and Android. The only problem is that the file transfer will disappear somewhere. Those. even a request to receive files will not be in any client.
There is also such a thing:
XEP-0280 Message Carbons ( https://xmpp.org/extensions/xep-0280.html) which delivers copies of sent messages to all user resources.
