Good afternoon!
Tell me, what is the most convenient and easiest way to implement automatic rendering of data according to the following template:

At the output, you need to have a pdf file.
At the input, an array of circle coordinates, labels and descriptions texts.
I drew with Tikz and Visio, I don’t know how to automate.
I'm trying to dig in the direction of python, but I can't find clear examples. The general feeling is that I'm looking in the wrong place and making unnecessary crutches.
I almost do not understand the variety of modern languages, I had almost nothing to do with graphics.
