How to download the entire site folder in the web developer panel? Let's say I go to the html site, press f12 (google chrome) and want to download the site.ru folder, for example

site.ru is not a folder, so it won't work.
You enter an address into the browser, the browser makes a request to the server and receives a response from the server. Not a folder, but html code and headers.
What you mean by "folder" is known only to you.
