Can I download it for free or do I need to buy it, and if so, from whom and where?

If there is at least one registered 1C product, then all distributions for any OS can be downloaded for free on the official technical support website.
https://releases.1c.ru/project/Platform83
Select the required release and there will be a list of available distributions.
