How to download a file via rsync on Win10?

I have never used rsync, but recently I needed to download a database dump from a remote server on linux using rsync.
I tried to use DeltaCopy under Windows, but I couldn't create a new profile (establish a connection)
. to sync files via rsync on Win10? Or some newer program than DeltaCopy?
For access, only this url was provided (example): rsync://[email protected]/folder/dmp_db.sql.gz
Maybe I didn’t understand something, or maybe they didn’t give me everything I need to establish a connection via rsync?
