Need two-way folder synchronization between at least two PCs over the Internet. In this case, it should be possible to select the location of the folder on each PC. That is, the path to the synchronized folder on different PCs may differ. Support for Windows 7 - 10.
Google Drive, Yandex Disk, OneDrive can upload files from folders to a custom path, but upload only to their own folder.

On one of the objects, I used the SVN version control system ( https://tortoisesvn.net/). File uploads go to your published server on the internet. Synchronization anywhere where the client is installed.
In your case, I would use public clouds.

You can connect Yandex.disk via webdav as a network drive (I don’t know about other clouds) and compare and synchronize using Total Commander
