How do you even imagine the initialization of a file transfer to your local computer from the server side?
If you have an account on this server, run some WinSCP on your local computer (I suspect that you have Windows), and use it to download the file from the server.

After starting MC on the server, press F9, select "Right Panel - Shell Connection". In the window that appears, enter [email protected]_ip:port_ssh (for example, [email protected]23.123:22). After that, confirm the desire to connect and enter the user password.
As a result, you have the file system of your server on the left in MC, and the file system of your local PC on the right. Copying can be done with the usual F5.
Check that the ssh port of your home PC is forwarded through the router out to the Internet.
