How to do automatic splitting of files for a ZIP archive?

Good day, comrades!
There are several thousand small files totaling almost 20 GB. It is necessary to make ZIP archives of them no larger than 2 GB each.
I am aware of multi-volume archives, but I would not want to use them, since they split the total array of files into bytes and some files end up "at the junction" of volumes, but each archive needs to be self-sufficient. What software can do it automatically?
