How to unpack an archive from Google Photos?

I downloaded an archive from Google photo with a size of 24 Gb
OS Linux Mint 18
If you go into the archive through Nemo, the encoding is displayed incorrectly there, when you try to unpack, you get a broken encoding in file names
The format of archive files is tgz
How to deal with such a problem?

Peazip or terminal. See for yourself which is more convenient for you.
