How to do a full Linux Ubuntu reinstall?

You need to reinstall the OS.
I tried it through a bootable USB flash drive, it loads up to nomodeset and the OS starts.
I changed the flash drive, did low-level formatting.

Modern drives do not allow low-level formatting. Something you describe incorrectly.
Maybe it is loaded not from a flash drive, but directly from a disk?
