How to raise the server and deploy the application on RoR?

There is:

  1. Machine with Ubuntu Server
  2. Domain parked on one of the well-known hosting
  3. Ready application on RoR

There is no fixed IP. Can I deploy the application on a server and make sure that when accessed by a domain address, all requests are redirected to my local server?

If not, how to properly deploy everything (for free, if possible)?

Dyndns might help, but it comes at a cost.
There is also an option to raise vpn to vps, from there traffic should be directed to vpn through nginx.
You can also get a static IP from your ISP and this is the cheapest option.
Maybe it's cheaper to buy vps for 10 USD per month and install ror there?
What is the purpose?

If there is a white IP address, it is possible.
