How to distribute Wi-Fi, like in McDonald's?

It is necessary to implement Internet access through a router, so that after connecting a person gets to the page and there clicks the "let it go to the Internet" button. A similar scheme of work is used by Beeline in McDuck and other free network access points.
Scheme of work:
1. The client selects a Wi-Fi point and enters a previously known password (or does not enter at all)
2. Internet access is limited and only one page opens, at the bottom of the page the "Connect" button
3. After pressing the button, the client has access to Internet networks without restrictions
What means can be used to implement this? From priorities - routers with ddwrt and raspberry pi.

If you do not shy away from using equipment from Ubiquiti, then this can be implemented by purchasing only Unifi AP access points . Free software controller included. There is Poe support for its 24V standard, and at more expensive points, standard 48V.
The cost is quite attractive.
