How to distribute the Internet through a VPN server on Windows 2012 Server?

The essence of the problem is as follows, a cunning provider cuts the speed to various nodes and protocols, let's say there is a restriction like "Large file" will download at a speed of 64kb instead of 4mb for a "small file", naturally the provider does not say how much it is "big" and cuts everything under this pretext whatever you want, including youtube, torrents, etc. - the decision to raise a VPN server and let traffic through it, because how will the vpn tunnel with encryption be, it will be impossible to determine its contents, which means that it will not be possible to cut it.
Because there is a Windows Server 2012 server on Azure with, to put it mildly, a wide channel, the idea arose to raise a VPN server on it, but nowhere did I find information on how to put the Internet on it for those who connected to this server. Can someone poke their nose into the instructions on how to do this?
The VPN server itself was raised, but the Internet does not go through it :(

Most likely it's useless.
