I took a server in Amsterdam. Delivered there L2TP/IPSEC. I connect using the built-in Windows 10 VPN service.
Why, after connecting, sites blocked in the Russian Federation are still hidden?

Found a solution. It is necessary to register a DNS server manually. I registered both on VPN and on normal connection.
I chose Google DNS 8.8.8.8
