How to distribute keywords in the same cluster between pages with different hierarchies?

Let's say I have a cluster "Cookie Recipe with Nuts".
Keywords:
shortbread cookies +
walnuts walnut
cookie recipe + walnuts + and honey
cookies + nuts
... and so on - 20 key phrases
And all these phrases fit my cookie recipes with nuts. How to be? Put these phrases in every article about cookies with nuts?
And besides - there is a mother page, which contains all these recipes. How to distribute these words correctly?
Also - the first two keys are high-frequency, should they be shoved into every cookie recipe, or is it better to use the page with previews of all cookies with nuts on the parent page?
