How to distribute a GPO to multiple 2nd level OUs?

Created a new OU subdivision:
1.Computers of the enterprise
1.1. Computers servers
1.2. Computers workstations
1.3. Computer specifics
I want to make via restricted groups a group for administrators who will have a local admin on some computers. How can I make a GPO so that it only covers 1.2 and 1.3. As far as I understand, where in the GPMC snap-in lies the GPO and it will work there, right? That is, is it possible not to produce the same GPO 2 times, but simply assign selectively ONLY 1.2 and 1.3 OU where it will work?
I will put the question additionally otherwise if it is not clear what I want. Where is the distribution of GPOs to specific OUs regulated, where to view/manage this GPO?
