Why does the file become inaccessible when moving a file from one folder to another?

Windows Server 2012 r2.
The organization deployed a domain. There is a sales person. The employee has his own personal folder and there is a common folder SALES DEPARTMENT.
Access to the Sales Department - for department employees, only personal access to personal folders and from the head of the department.
There is a file that lies in the user's personal folder. Only this user has rights to it. The user puts the file in the Sales Department folder and the file disappears (in the sense, it is not displayed, as if there are no access rights to it). When I open Properties - Security, I understand that only domain administrators can access the file. Those. the rights disappear somewhere, the rights to the file are not assigned automatically, from the parent folder...
What to do with this zoo? I can't figure out where I messed up

This is the normal behavior of the Windows file system.
When a file is transferred, the file's rights are transferred along with the data. If the rights are inherited from the parent directory, then they are also transferred during the transfer.
When copying a file, because a new entity is created (a new file in the file system), then this new entity inherits the rights from the directory above and only the data is copied.
To avoid such effects, you need to copy and then delete.
