Yes, fly. What you call IPSec is actually a family of IPSec protocols and uses different technologies.
- Establishing a tunnel - ISAKMP, IKE - port 500, 4500
- Working tunnel - protocol ESP, AH (numbers 50 and 51, respectively)
To prevent the tunnel from working, it is enough to block the indicated protocols (ports on IKE can be set to any, if agreed with both parties)
