How to distinguish between input language and interface language in Windows 8.1?

Good day.
It's no secret that the interface language in Shind is set based on the order of installed languages, and to make, for example, an English-speaking system, it is enough to make English the first in the list. However, in this case, the default input language (that is, the layout on which the user types immediately after logging in) is also English, and this is logical.
Is it possible to do the opposite? I have a Russian-interface Shinda (unfortunately, some crooked programs are buggy in English), and the default layout is Russian. How to make English the default layout without touching the system interface language? When I try to move the English layout up in the list of languages, Shinda offers me to change the interface language, which is unacceptable.

Your assumption is not correct. Interface language and default input language are set separately.
