How to display the Control Center and Notification Center in an unlocked state?

Please tell me how in ios 7.1.2 (on iphone 5S) in an unlocked state, display the Control Center and Notification Center.
I have it all displayed only in the locked state.

Control Center can be enabled/disabled on the lock screen or in apps. It always works on the home screen. The notification center is available everywhere. Maybe this is a reason to upgrade to 8ki?)
