How to display "Server is updating" page on WebDeploy?

Is it possible to display a pre-prepared html page for a while while the studio publishes the code to the server?
Or, as an option, how to speed up the publication itself?

set the flag in the file/DB during deployment - and add the flag check to the code of the site pages.
