How to display open street map titles in only one language?

I'm trying to figure out if it is possible to display the map only in the selected language?
did I understand correctly that there are only 3 possibilities:
1. select the mapquest open tile server, which displays English captions - BUT I only display captions for parks ... And the streets are not displayed (Belarus, Russia), i.e. in their Database to them there are no signatures?
Is it possible to somehow connect to www.openstreetmap.de/? because they have signatures in "Latin"
2. Use your own server where you can configure the rendering yourself (probably the most normal option?)
3. use tiles without labels and create a layer with labels (I didn’t understand how to do this ..)

What specific language do you need?
To begin with, I advise you to look for a suitable layer among the existing ones. Check out edward17.github.io/LayersCollection . There is a button "Show Filters" at the top left, it opens filters. The topmost filter - "Language" - filters the layers by the language of the captions.
If you find something suitable, you can click the "Show layer data by doubleclick on layer name" checkbox, then double-click on the layer you like. A page will open where, among other things, there is code for embedding this layer in a leaflet map.

To find layers with tiles without labels, you need to enable the "Show only no-labels layers" filter on edward17.github.io/LayersCollection
