How to display application notification on Lock-screen in Windows Phone 8?

Good day! There is a trivial task: to enable the user to display information about the application on the lockscreen. In principle, everything is trivial, but this information should be updated dynamically from the server (the number of unread messages)
It would seem that everything is trivial - the Tile Notifications helmet. And this works as long as the user has an application tile on their desktop. If there is no tile, then when trying to send a Tile Notification, we get a Suppressed response from the server (they say there is nothing to update, there is no tile).
At the same time, for example, skype successfully displays both the counter and the notification text on the lock screen, even if its tile is not on the desktop. How do they do it?
