How to disable Secure Boot in BIOS if there is no security section?

Windows 10 is preinstalled on the Prestigio laptop, when you try to install windows 7, the computer does not recognize either the disk or the bootable flash drive.
After a few moments, I became aware that it was necessary to turn off protection in the BIOS, and turn on compatibility.
But when I opened the BIOS, I found that it was almost empty, even the security section was missing. How to turn off secure boot and turn on compatibility, thereby allowing the installation of windows 7?

I think the problem is not in secure boot
But in the fact that the laptop may not have a boot from usb
Are there such items in the BIOS?
Usb boot
Usb legacy
The USB flash drive is inserted into port 2.0 (or at least into the combined one)
If you have GPT partitions, turn on only UEFI.
No one needs the combo.
Next, you can insert the USB flash drive, go into BIOS in the boot priority, put it in 1st place
After the first reboot, set priorities back, otherwise it will go in a circle
PS I have everything loaded perfectly with secure boot
enabled PPS MB is fastboot enabled in the BIOS?

An indication of the laptop model and a screen may be able to help.
