How to disable password setting in Android?

I came across a seemingly simple problem for which I can not find a solution.
It is necessary to restrict setting a password on the device. Those. so that a random user can use the device (navigate through the menu, open an application, etc.), but cannot set a password. Ideally, restrict changes to all system settings, but for a start, it will be enough to prohibit setting a password.
As I understand it, this is something like a demo mode, as on bench samples in stores.
