Hello, how can I make a mobile application out of the site, but so that it can be used without an Internet connection, can I somehow implement this using the intel XDK?

It depends on the functionality of this application. In simple cases, roughly speaking, if it's just static information, you can. In complex ones, it is possible to develop a native application with the desired functionality, but this can no longer be called "conversion".
