How to disable everything except ftp?

Hello! Need help setting up a firewall. I need some IPs on the network to prohibit all traffic except ftp. I would like an example ... And another question about how I can do without a reboot so that the new rules take effect. ipfw restart? The thing is, here's what I've recently been in a new place and here such crap is going on + I don't really rummage around (I'm a programmer, after all). We have two offices and the second is connected via VPN(R Admin). And somehow everything here was set up before me that if the Internet drops on one side or the other, then the VPN breaks (something is wrong). So I finally am afraid of what to do, give advice
