How to disable cache of third party entries in bind9?

There is a local server on which bind9 is installed
There is a router in which it is set as a dns server, in addition to 8.8.8.8
The local server has addresses used only in the local network and leading to the local server.
But at the same time, the local server caches dns requests to domains that are not registered on the local server.
How to disable processing by the local server of requests to domains that are not registered in it?
For example:
site.loc - available on the local server
site.ru - no
site.ru is cached in dns on the local server and when changing ip, requests still go to the old address. Although other dns already return a new ip

max-ncache-ttl number-seconds; (10800; maximum cache time for negative responses; no more than 7 days - 604800 seconds)
max-cache-ttl number-seconds; (604800; maximum cache time for positive responses)
but in general, the bind caches according to the TTL of the zone
