But what do you mean by user? Registration? Or just by IP?
If registered, then, obviously, the first time he looked at the site, before registering. So - after registration, add the option "If registered - do not show animation."
If by IP - how will you know that under this IP your site was viewed by the same person? And if the animation is an advertisement for the project? Then only the first user will see it, for example, from a corporate computer.
