How to develop sites on Bitrix if it is paid?

It's a funny question, but a serious one. Who develops on Bitrix, tell me please.
Here, I want to make a site on Bitrix for myself or I do it for a client. I develop the structure, prototype, design and layout. Immediately there are questions about the restrictions imposed by the system on the structure, functions and layout. More systems should be ready-made modules, which are better not to develop from scratch, but simply to style. So? 1) There is a trial version of 30 days. Then another +14 days with an inscription.
2) NFR licenses for a Certified or Gold partner.
3) NFR on request for a Business Partner, but with strict limits and obligations.

I strongly recommend starting development on a commercial license purchased with the client's money. This is both part of the prepayment and no problems with the license.
