How to determine who is spoofing DNS?

Good day :)
On Windows 7, the Internet does not want to work at the moment. Moreover, he writes that there is access to the latter, but the sites themselves do not open. Without hesitation, I decided to sort out the problems. I started pinging the provider's server, DNS servers, Yandex addresses, and the bottom line is that the external network is pinged only by IP addresses. I tried to register the nslookup utility, it writes the request timeout has been exceeded. Moreover, other computers connected to this network work and successfully respond this way and that.
So here's the question. Is it possible that some kind of vir replaces addresses or just breaks them?

There is a suspicion that the address of the router through which there is access to the Internet is incorrectly specified in the network connection settings.
Use this link to check that the default gateway field contains the correct IP address. Set DNS settings to default.
After making sure everything is correct but the problem persists,
try running "route print -4" as an admin and copy the output to www.pastie.org then post the link here for further analysis.
