How to make a network domain without saving personal profile data?

The goal is to configure the domain server so that the user's desktop files and documents are not saved to the server when it is turned off. The problem is that I doubt that employees will abide by the rules and can save various garbage to their desktops, including movies ... as a result, the memory on the server will overflow, and the employee’s computer will turn off until it copies all the information.
