How to open a port on several PCs on Windows using a server on Linux without installing drivers and other things?
Something like ngrok.com , but with your own hands.

No way.
Some "other" is still required.
On the VPS, you raise the VPN server, connect all the PCs to it and you can open ports inside the VPN quite safely.
I recommend OpenVPN, but there are other options.
For OpenVPN, there is both a server and a client for both Win and Linux. There are also clients for Android and iOS.
