How to determine what level was a DDoS attack?

Hello.

A DDoS attack was made on the VPS. There is no experience in such situations. At the same time, it turned out to connect via ssh to the server. The processor was 100% full. The site was down. When ngnix was stopped, the processor began to work normally, and when it was started, it clogged again at 100%.
Is it possible to make an assumption based on these data that this was not an attack of levels 3 and 4, but of level 7? Will Cloudflare or DDoS-GUARD help?

If it was an attack, then yes, level 7. Yes, Cloudflare will help.
Or just increased the number of visits.
To really understand what happened - look at the graph of the number of visits for the last time, plus analyze the logs.
