I returned to cloudflare, after a lot of settings, such as the correct determination of the IP, etc., the site finally worked correctly, but some strangeness remained.
I click on any section of the site and 1-2 seconds pass before the page is returned, then I immediately click again and there is no delay. Previously, there was no such effect, and the load on the server did not increase.
I suspect that this can be configured on cloudflare, in fact, I connected it in order to repel DDoS in case something happened, but I don’t need constantly reinforced protection.

Security Level

Adjust your website's Security Level to determine which visitors will receive a challenge page.

Since after turning it off completely, this effect is almost absent, and it intensifies with the level, for example, if this is rare in LOW, then in MEDIUM it is already much more common.

So the question is, do I correctly think that because of this setting or do I need to look at something else?
