How to determine the speed of the server, hards and the system as a whole?

Hello.
Guys, I'm a newbie, don't kick too hard, just trying to figure it out.
Bought server
ProLiant DL380p Gen8
32 GB RAM
Intel(R) Xeon(R) CPU E5-2640 0 @ 2.50GHz - 2pcs.
SAS 10000 hard drives - 4 pcs. in 10 RAID

Bought mainly for 1s, now there are 3 users, we are planning five. Since the computer on which 1s is now already tired and slows down a bit. I thought I would switch to this one, but it was not there. It feels the same brake as mine, maybe a little better.
Although for such a server and three users, this is generally nonsense.

Where to dig, what to check?
I want to understand where to dig in order to understand what to say to server sellers.

1C file?
Or mssql?
If file then do not be surprised its speed does not depend on the number of users. And it will slow down on any hardware.
Buy 1C - server and install it so that there are no brakes.
And ... As if the school version of 1C, even on the ancient cord2duo, allows 30 users to work normally. And the file one slows down on any hardware in the same way - it is done so that licenses are bought actively.
