How to determine the ratio of solar panels and wind generator?

Hello! I am interested in a couple of questions that arise at the design stage of an object in which the main sources will be wind turbines and solar panels:

• how to correctly calculate the percentage of wind / sun (average wind speed 5-6m / s in the region)
  
• if, for example, at the peak the load is 10 kW, should it be done in terms of power exactly like the peak, or should it be done by a percentage more or several times (the lack in normal mode is compensated from the batteries)
