How to determine the level of the developer?

In order not to fall for completely schoolchildren? Moreover, the customer himself does not really understand. And the developer can tell him - I've made this or that cool site, but I didn't do it myself, I'm just lying to fuck the customer.

Recommendations, reputation on resources like freelansim, a test task?

There is another way.
Find a cool developer you trust. He interviews your specialists (for money, of course) and gives you his opinion. Here he definitely recognizes all the suckers, and then it’s on your conscience.
The only problem is to find such a developer.

Ask the following questions:
- Where and how should I set the project encoding?
- How to debug scripts (how to trace)?
- How to log database errors?
- How to filter incoming data?
- How to send and process Ajax requests?
- How to properly respond to a POST request?
If he answers everything, then he is not a schoolboy. Or a very smart student who is not a sin to hire.

If there is a portfolio on the sites, contact those who did it and ask for feedback,
introduce yourself not as a potential customer, but as the administrator of some freelance site and say there was a controversial moment, is it true that this person did this work for you,
and what impression he left about himself ,
for a guarantee, contact several of his clients,
but if he didn’t have a clientele before you, then it’s up to you to take his word for it or not

"In order not to fall for quite schoolchildren?"
If you are in the literal sense, then call on Skype :)
If not, then again, the first point will say a lot.
