There is a suspicion that the dude is on Skype or some similar IP telephony client.

Numbers are generally not defined. The detail printout says Unknown.
But sometimes, the numbers are still determined. Here is an example of a number: 13023803685.

I would not want to change the phone number, since many normal people know it. And not the fact that this will help, because perhaps he will be able to learn a new one.

The problem has been observed throughout the year. Repeated from 5 times a week, up to once every 3 months.

Is it possible, knowing the time and IP-telephony number (for example, 13023803685), to find out where the call was made from. Skype-login or something like that you can find out?

In my opinion, the easiest way would be to contact the Russian branch of Skype with documents confirming the ownership of the number and a request to provide details of calls to this number through the Skype gateway. Must provide (and there will most likely be a fake account created for this purpose).
If they don’t provide it, but this comrade is very sick of it, that is, there is still a long and complicated option: contact a lawyer for advice on whether it is possible to initiate a case and what is needed for this. If possible, then:
- Wait for the next call from this friend and record the conversation.
- Get details from the operator confirming numerous calls.
- Fulfill other conditions.
- Report harassment/minor disorderly behavior to the police.
If a case is filed, then Skype will have to provide details, and probably information about the login, ip, ways to replenish the account. True, there is no guarantee that in the end it will be possible to find this character (for example, if he dug in well: tor, Yandex.Money disposable payment cards, etc).

Finding a phone hooligan, especially one calling via VoiP, if you do not have connections in law enforcement agencies, let's say, is not easy. Therefore, the technical solution (black list, white list) is the fastest and most reliable. But, if you wish, you can try not to find a bully (this is almost impossible), but at least close his account. If the victim has the time and desire, then you can file a police report on the one hand and write a letter on Skype, attaching a copy of the application. Indicate the exact time of the call (indicating that it is Moscow time), your phone number. A friend will not be put in jail, but his Skype account will be closed. I succeeded once, though not with Skype, but with another VoiP provider.

Intuition tells you that in this case it is easier to talk to the caller and clearly explain to him how stupid he is behaving. If he is not 12 years old and he is not a complete idiot (a complete idiot could not set up Skype), I think you can somehow verbally humiliate him, for example, and he will not want to call anymore. You can also ask a familiar man with a strong-willed well-delivered speech to talk to a bully.
