How to deny access to a Windows folder?

There are 2 accounts: 1 - Admin, 2 - User
What is required:
1. I need the User, when trying to open a folder, to enter the password from the Admin and get access to it.
BUT! As soon as you closed it, you had to enter the password again. (as with AppLocker applications)
Problem:
By entering the admin password, the system adds rights to the User's folder and he can do whatever he wants.
Is there a solution to this problem using Windows?
#2 Question:
In SRP - there is a ban on different types of files.
I need to disable access to *.TXT files for any executable files.
So that no one can open / change / delete the file, is this possible?
