How to delete an email from a public folder in exchange 2007?

Good afternoon.
I use exchange 2007. It has a shared folder for all employees where letters come. Often there are letters containing an archive with viruses. If, for example, I delete from my outlook, then this letter will remain with users. When they delete, they get the message "Some items cannot be deleted. Either they have been moved or deleted, or access has been denied." Is it possible to somehow delete it, so that it would be deleted not only for me, but for all users?
I tried via cmdlet, by analogy , but powershell writes to me that
