How to delete a folder that cannot be deleted?

I'm using Windows 7. I have a folder that I can't seem to delete. This error occurs all the time.

I tried to check the disk for errors, but it does not help. I also tried to execute the CHKDSK C: / F / R command , but in the end it asks to restart the PC, after the computer has restarted, a message appears to execute the CHKDSK command and so on in a circle, but the file is not deleted. How can I delete a corrupted folder?

Boot from a Linux USB stick and delete (I do this).
