Change the permissions on the c:\Windows\servicing folder.

Perhaps this appeared after some portion of the updates. Just uninstall all the updates a little further than that date and then roll one by one. Watch what will happen. Updates may conflict
if it does not help, as an option, uninstall all updates and let Windows roll them again
TrustedInstaller.exe will stop jumping if you disable the wuauserv service. But it's extreme and sour

Disable updates completely. In services. And check for vir and all sorts of stuff like mail ru \ amigo and other things
