How to defeat the "unidentified network"?

Hello, the provider's equipment burned down and after that it started to happen to me. The computer is connected via a cable from the router. And the computer writes "unidentified network". And if you connect the cable to the laptop, then everything works. Wifi from the router works fine.
As I found out, the computer cannot correctly catch ipv4 and puts some kind of left one. And because of this, there is no access. Already tried everything. Updated drivers, configured gateways and ipv4 directly, reset all settings on the network card.
It turns out to connect to the network provided:
1) I prescribe all the adapter settings with my hands.
2) Settings bypass the DHCP server
3) Duplex 10 Mbps
But when the computer is restarted, there is no access, although the settings are saved. And when there is an Internet speed of 10 Mbps out of 100.

How can I overcome this? I was tormented for 10 hours and did not find an answer
