How to defeat Mikrotik and Internet Explorer "Proxy is not responding" error?

There is Internet on the server, pings and nslookup go, other browsers work, but Internet Explorer 11 says the error "Proxy server is not responding".
WEB-Proxy is configured on the Mikrotik on port 8080.
Well, I wouldn’t worry about problems, but other applications that take proxy settings from the system, from where IE comes from, do not work with IE. For example, sending reports from 1C. BUT at the same time, Google Chrome, which also takes proxy settings from the system, works.
I've already broken my head, tell me where to look, but I still think Mikrotik is involved here.

IE works "on the forehead" and ssl traffic is cut through a proxy, and Chrome has long learned to "leak" through third-party services - so a proxy on Mikrotik is one prank now ..
Or put a "hardened" proxy with a substitution of certificates or cut down a proxy on Mikrotik ..
